Yes, voicemail can sometimes lead to roaming charges even when you never answer the incoming call, but it depends heavily on your mobile provider, destination and roaming plan. 

The confusing bit is that there are actually two separate things happening:

Why Can Voicemail Cost Anything? 

Normally, an unanswered incoming call is redirected from the mobile network to your provider’s voicemail platform. 

While roaming, the routing can involve both your home operator and the foreign network carrying your service. 

Then, when you listen to voicemail, your phone is normally placing an outgoing call to the voicemail platform. 

That part is much easier to understand from a billing perspective. 

The key phrase is provider rules vary. 

There isn’t one UK-wide rule saying every voicemail left abroad costs money. 

Listening Is Usually the Bigger Risk 

Calling voicemail yourself is an active outgoing call. 

Three’s current roaming price information shows voicemail rates varying substantially by destination. In some roaming bands, voicemail costs only a few pence per minute. In others, it can cost £1.40, £2 or £3 per minute. 

That is why checking the voicemail rate matters if you’re outside an included roaming zone. 

A 35-second message from your mate saying, “Ring me when you can,” does not need to become a premium travel experience. 

Can You Disable Voicemail Before Travelling? 

Usually, yes. 

The exact method depends on the provider. 

EE, for example, allows customers to switch voicemail diverts off by texting VM OFF to 150. 

Other networks use different codes or account settings. 

If you’re heading somewhere with expensive voice roaming and don’t need voicemail, disabling it before departure can remove one thing from the list of possible charges. 

Do it while you’re still in the UK. 

Airport security is already enough faff without spending the queue researching voicemail diversion codes. 

What About Included EU Roaming? 

If your plan includes roaming calls within Europe, voicemail may also be included. 

But don’t assume. 

Three says listening to voicemail in a Go Roam in Europe destination is included for its plans under the relevant allowance. 

EE says voicemail messages are free within the EU. 

Those are provider-specific policies. 

A different SIM can have different rules in exactly the same hotel room. 

Check Before Calling Back 

If you receive a voicemail notification abroad, you have options. 

You can wait until you’re on Wi-Fi and contact the person through WhatsApp or another internet service. 

You can read any visual voicemail transcription your device provides without dialling the voicemail service, although whether visual voicemail itself works abroad depends on provider support and data connectivity. 

Or you can check the roaming price before calling voicemail. 

The worst option is assuming voicemail is always free because it normally costs nothing at home.
